Sometimes someone steals it to make money because it can be sold as a steel lump. Even though new one is installed, someone will steal it again anyway. So, this is the solution. A hole on the street or this concrete lump, either way, it is not safe for pedestrians.

時々マンホールのフタが盗まれるのですが、また新しいフタをつけてもまた盗まれるのがオチなので、こうやってコンクリートの塊でフタしているのを見かけます。歩行者にとってはどっちにしろ危ないです。盗まれたフタは鉄の塊としてお金になるようです。
