a donation system?

Speaking of garbage, there is a kind of system (or a kind system?) to give food that may have passed an expiry date (but still edible) to someone who might need it. This photo is a bag with food at a garbage container. It is separately hung on the container so that someone who might want the food can find it easily.

ゴミといえば、期限切れの食べ物(まだ食べられるかもしれないけど期限が切れているから食べたくないようなもの)をゴミとして出す際に、ゴミ収集ボックスの横にちょっと分けてかけておいてあげる仕組み(?)みたいなものがここにはあります。そうすると期限切れでもいいから食べ物を必要としている人が持っていきます。
